Decision Making: Eligibility, Exceptions and Case-Based Decisions

1. What this chapter tests#

You receive a policy and one or more cases. Your task is to apply the supplied conditions consistently and choose the permitted outcome. Typical outcomes are selection, rejection, referral to a named authority and insufficient information.

The policies in this chapter are fictional training exercises, not real admission or employment rules. Solve each case independently under its own policy. Do not import a rule from the previous question, a real institution or your personal preference.

2. Translate the policy into a checklist#

Label the conditions C1, C2, C3 and so on. For each case, record pass, fail or unknown against every relevant condition. Keep normal conditions separate from exceptions.

This case is not automatically selected because four conditions pass. Its score fails. The final decision depends on whether a specifically stated exception covers that failure.

3. Boundary words: exact meanings#

“Exactly 2” might appear inside an exception, while “at least 3” is the normal condition. A person with 4 years can pass the normal condition without meeting or needing the exception. Do not reject a normally eligible case because it does not satisfy a waiver meant for otherwise ineligible cases.

4. AND, OR and NOT#

AND: all linked requirements must be satisfied. Age eligible AND test passed means neither alone is enough.

Inclusive OR: at least one branch must be true. “Score ≥60% OR a valid certificate” permits a qualifying score alone, a valid certificate alone, or both. If the policy says “exactly one”, that is different.

NOT: negate the precise condition. “Not below 60” means at least 60. “Not more than 30” includes 30. “Not eligible under the normal rule” does not necessarily mean final rejection if an exception is available.

A compact expression can help: normal eligibility = C1 AND C2 AND C3 AND C4. However, do not combine referral rules into this expression as though a referral were ordinary selection.

5. Normal eligibility and mandatory rejection#

First determine whether all normal conditions pass. If they do, use the normal outcome. An extra certificate or a high test score does not create an exception case by itself.

If a non-waivable requirement fails, reject when the policy says so. Strong performance elsewhere cannot compensate without an explicit rule. For example, age 31 fails an unrelaxed 21–30 condition even with 95% marks.

Missing information does not always prevent a decision. If a known non-waivable failure independently requires rejection, the missing value may be irrelevant. Conversely, if all known requirements pass and a necessary fact is absent, do not assume that it passes.

6. What an exception actually authorizes#

An exception is a conditional alternative, not permission to ignore a criterion. Read four parts:

1. Which normal condition may fail?
2. What replacement condition must hold?
3. Must every other normal condition pass?
4. What exact action follows: selection, referral or another outcome?

Example: “If only the qualifying score fails, but it is 55–59% and experience is at least 5 years, refer to the Academic Committee.” A score of 58% with 5 years qualifies for referral only when all other normal conditions pass. It does not authorize direct selection.

7. The word “only” and multiple failures#

“Fails only C2” means C2 fails and every other required normal condition passes. It does not mean “C2 is one of the failed conditions”.

Under a policy permitting one failure at a time, score 58% and experience 1 year cannot be rescued by combining two separate exceptions. Both normal requirements fail. A different policy may explicitly allow two covered failures together and assign a senior authority. Follow the stated policy; never assume either universal permission or universal prohibition.

Example of an explicit combined policy: score 60–64% is covered by test ≥90%; exactly 2 years' experience is covered by a valid certificate. If both normal criteria fail but both substitutes hold, referral to a Senior Committee can be the specified outcome. One covered failure may instead go to a Review Committee.

8. Referral is a distinct result#

Referral means the case goes to a named decision-maker or verification process. It does not mean “selected later” or “rejected for now”. Choose the exact authority stated in the rule.

The same phrase “refer to a committee” is too vague if the options contain several authorities. Match the trigger and destination, not just the word “refer”.

9. Missing, pending and invalid are different#

• Not stated: the fact is unknown.
• Pending verification: the status is known, and verification is unfinished.
• Invalid: a known defect exists.
• Verified: the verification condition passes.

A policy may send pending documents to a desk, reject invalid documents and mark an unstated status as insufficient information. Do not treat all three as “documents not verified” unless the policy explicitly groups them.

For an OR condition, a known true branch resolves the condition even if the other branch is unknown. Score unknown plus valid certificate can satisfy “score ≥60 OR certificate”. Score 59 with certificate unknown leaves that condition unresolved.

10. A three-status decision table#

For AND, one false condition is enough to make the conjunction false. For OR, one true condition is enough to make the disjunction true. This prevents unnecessary “cannot decide” answers when the known facts already settle the case.

11. Age, dates, percentages and experience#

Use the eligibility date named in the question, not today's date. Completed age equals the year difference minus one if that year's birthday has not yet occurred. For example, a person born on 2 October 2000 is 25 on 1 October 2026 and turns 26 the next day.

Use the stated rounding convention for scores; do not round 59.6% to 60% without permission. Do not count an unfinished year as a completed year. Avoid adding overlapping experience periods twice unless the policy specifically defines another measure.

Our practice cases supply completed ages and years directly as of the eligibility date. This keeps the focus on decisions, exceptions and priority rather than unstated calendar assumptions.

12. Priority, contradictions and independent cases#

Some instructions give a priority rule: “reject for a definite core failure regardless of document status”, for example. Such a case must not be sent for verification merely because documents are pending. Read overriding rules before applying a convenient exception.

If two rules genuinely conflict and the question provides no priority or tie-break, do not invent one. Check whether the conflict disappears when “only”, “all other conditions” or an explicit precedence clause is applied. If it remains unresolved, an insufficient-information outcome may be necessary when offered.

Never let a previous case's conclusion influence the next. Names, narrative detail and impressive but irrelevant achievements do not replace the specified conditions.

14. Revision and practice plan#

Write the criteria → mark pass/fail/unknown → identify definite disqualifiers → check the exact exception → check “only” and priority → choose the precise action. Before submitting, point to the sentence that authorizes your answer.

The 80 practice cases are divided into four policies: 20 basic eligibility cases, 20 single-failure exceptions, 20 verification/OR/missing-information cases and 20 combined-exception decisions. Every question repeats its own policy so it can be attempted independently. Four focused exams contain 20 cases each; the complete exam contains all 80. The following 30 exercises sample all four policies and include condition-by-condition explanations.
