Viceroy: Lord Ripon â considered the father of local self-government and modern census in India. First Census Commissioner: W.C. Plowden. Nature: On 17 February 1881, regular decennial census began simultaneously (synchronously) throughout British India. From here, the unbroken tradition of regular census at intervals of 10 years was established. |

3. Enumeration Method: Extended De-facto Method#

India uses this hybrid method. Under this, enumerators visit house-to-house over 20 days and count Usual Residents, and in the Revisional Round (1-5 March), adjust births and deaths during that period to stabilize the population as per the reference date of 1 March. |

In Census 2011, the Metadata and Directory System (MDDS) was implemented to make the country's administrative divisions compatible with computerized processing and Geographic Information System (GIS).
